As you can see in the image below, the image is missing from the page. Only some of the images are missing. The file used to work fine before updating to mojave (worked fine in high sierra).
This happens with other files as well, they're mostly big PDFs (<200 MB).

So far I've tried to: delete the preview container / caches.
Reinstall the OS. Use safe mode. Open in acrobat and "save as"
The file opens fine on other OSs (windows, iOS, older versions of mac OS).

I've attached a 2 pages from the one of the affected PDF files, one with the problem and one working fine (both are from the same PDF).
I'm using the latest version of mojave (10.14.1) on a late 2016 mac pro with touch bar.

Different programs I tried opening in:
Chrome: working fine
Acrobat: working fine
Skim: not working

This has led me to believe that the problem is isolated to mojave and that both skim and preview are relying on the same parts of the system which causes the problem.
My current solution is using acrobat, but unfortunately it does not run as smoothly as preview and this can hurt productivity when viewing large PDFs with hundreds of pages.
