Preview is the default viewer for jpg. Whenever I open a jpeg in Preview it remains blurry for a few seconds (4 or 5) then becomes sharp.

This seems to be an issue when Preview first opens. If I close the image without closing Preview, then re-open it, the image is sharp immediately.

Kind of a pain as I double click on an image to see if it is ok to use somewhere and it always takes 4 or 5 seconds to ensure it's not blurry.
 
I suspect you are working off a conventional hard disk (As compared to a SSD) the image is blurry as it first loads a low resolution preview image while it renders the full resolution image. If you have a slow processor and or a slow hard disk then the rendering process will take longer. When you re-open it it is using memory cache to display the full resolution image.

2016 15" MacBook Pro with a 500Gb flash storage.
 
I have a Late 2014 iMac - I have just exported a few high resolution photos from a Canon 5D III onto the hard disk (500 GB SSD), opening them in preview the detail image is almost instantaneous with JPG. Your MBP should have similar performance. Even the original raw file renders in a fraction of a second with Preview. Not sure why you are having problem.
 
I have 130Gb out of 500 available. I will give the utility a whirl.

@James Craner - I just did a Disk Utility check. There was an issue that was 'fixed' but I forgot to note what it was. It did not sound like a Preview issue. More of a 'Setting should be xxx, but it is yyy' kind of comment. I also restarted the laptop. I noticed the issues ages ago, maybe a year or more, just never did anything about it. Either that 'fix' worked or a re-start fixes it for a period of time before it starts to drift off again. I will keep an eye on it and if it comes back will report back here. Thanks for your help.

Usually around 6Mb or so.

Since I did the disk repair and reboot it has been ok. I had the issue for months, never bothered to look into it because it wasn't a big deal. So, I don't know if it is something that creeps in over time and a reboot fixes it or if it was something the disk repair did. I'll report back if it returns.
