Print to pdf on Catalina

Is this known as being broken? Before I updated (from High Sierra) to Catalina, I had no problem printing pdf files from anything. I was using image capture. Now, it produces a corrupt pdf file that nothing will open.
Anyone else having problems with this?
Thankfully ios on my iPad Pro creates pdf files ok.
Having just bought a refurb mini, perhaps it would have been better to base my whole setup around iOS and dump macOS.
Reading between the lines, I sort of reckon that that is what Apple will be pushing in the future. Or at least making macOS more like iOS.

Thanks for your reply.
I had forgotten about that setting. It’s funny how when things “just work” you forget about some settings and where they are.
I had solved my initial printing problem (in ink) by connecting the printer to the mini with a cable instead of using AirPrint but image capture would still only produce a corrupt pdf file.
I followed your link and reset the printer system. I am now able to use AirPrint again, so no longer need the cable. But image capture still produces a corrupt pdf file.

Just had to add that you seem to know more about this than the Apple support person (genius?) I spoke to on the phone this morning.

Can't help with Image Capture. That's probably a different code path from the printer system.

I just tried using imagine capture to scan in a document to a PDF. No issues with the file being opened in preview or with finder preview. Imagine capture, on my system, uses the EPSON ET-3760 software to scan in a document. What is Imagine Capture, on your system, using to scan in a document?

My printer is not very new, it’s a Samsung m2070 laser. HP took over the Samsung printer division some years ago. But on the HP website they acknowledge there is a problem with the printer/scanner driver and provide an updated one. It’s this new one that I have and it won’t scan to a pdf. Trying to contact HP isn’t easy - if at all possible.

I’m not near to my mac now , and I’m not a heavy “Image Capture” user (but it does wonders for specific routines!).
Consider this: PDF creating & general management has changed internally a lot. In “Preview” (as an example) there’re three ways to produce a pdf file, at least. You can “save as pdf”, or “export as/pdf”, or “print document/print as pdf”. The behave in a different way (try and compare size...).
I don’t know about ImageCapture, but I have to consider this with some apps I use; sometimes only one procedure works as intended.
Try another path to make a pdf ...

Another thought based on what @J.Gallardo post, you could try scanning your document in as a JPG and then use Preview to save/export it as a PDF. If you have multiple pages to scan in, then you would scan each page as a separate JPG file and then merge all the JPG in Preview and save the resulting document as a single PDF.
