The two I like are Discus and DiscLabel.
Both have their strengths and weaknesses. Discus is very easy to use and allows better font adjustments, but struggles with foreign scripts. It also requires no installation and can run from the installation medium.
DiscLabel is a more conventional package. The latest version 6 is a little less intuitive than the previous version, but still not overly complex to use.

Personally, I simply made my own template in PageMaker and now InDesign for both the disc label and the box inserts. I know those aren't "consumer level" applications, but you can just as easily make your own template in Pages, Word, PowerPoint, etc. 
If you mean writing onto the actual optical disc, then Lacie has free software for their drives. It seems fairly complete, though there are some features missing. But it does allow 3 levels of disc labels. Just text (straight or curved to match the disc). Text with a minimal amount of graphic content. And full graphic on the entire disc with text.
