iPad Pro Pro 10.5 Restored From Mini 4 & Text Messaging Will Not Work

I have the new iPad Pro 10.5 via Sprint, and for some reason, after restoring a backup from my mini 4, only iMessages will work, not text messages. The user is green... but it gives the "not delivered" in red.

I rebooted, logout out of messages and back in, etc... nothing...

Anyone know the trick?
