On iOS 9 on my iPhone 6S, when I plugged in headphones, the screen would light up and bring up media controls for the last thing I was listening to. This doesn't happen on iOS 10. Was this feature removed or is there a new way to turn it on? Apple was touting this feature on stage for all of the iOS 9 WWDC, I don't see why they would remove it

I think it needs to relearn your tendencies. Like for me it brings up my podcast app in the bottom left corner. I don't think personal tendencies are carried over to the new os so it'll have to relearn them. I've been using it since beta one and it knows me now

A lot of people have mentioned it and there's at least thread on page 1

It's either : -

A) gone intentionally in iOS 10
B) a bug
C) still in a learning phase after the upgrade

Time will tell

Beat me to it. That's good news. Hopefully I'll get suggestions soon
