I recently tried to install OS 10.4 on this old iBook I found. The iBook had OS 10.2 and ran fine however, I tried to install OS 10.4 and I keep getting a kernel panic. I can't eject the disk either.
 
What model iBook are we talking about? If it's the original iBook, it won't run anything past 10.3.9 (Panther).
 
It isn't the original "clamshell" ibook. It is the version after the clamshell. I has a 500mhz G3, 512 RAM, 30GB HD, DVD.
 
At what point are you getting the kernel panic? My guess would be a fault CD drive, or a damaged CD. Although RAM could also be the issue. How much RAM do you have?
 
I get a kernel panic during the start-up. The DVD drive is new and the laptop has 512 MB of RAM.

Hmm. Well, I think that's enough to run Tiger. Try an archive and install with the Tiger install disk. If that doesn't work, it might be a hardware problem. (I'm not very good with hardware problems, I'm a software guy :) )
