I have an iPad Air first gen, an iPad Pro, the big one, and a brand-new iPhone SE.

The other day I tried to AirDrop some pictures from the Pro to the Air, and it failed. Just be sure, I set AirDrop to Everyone on both tablets. Still failed. The Pro was on iOS9.3 and the Air was on 9.2, so I updated the Air to 9.3.1 and it still failed.

So just to see what would happen, I AirDropped the photos from the Pro to the new iPhone, and that worked. I then AirDropped the photos from the iPhone to the Air, and that worked. So I got the photos where I wanted them.

But can anyone guess at what the problem is that AirDrop works between the Pro and the phone, and between the phone and the Air, but not between the Pro and the Air? This has me baffled.

Restart your router. That has fixed it for 2 people I know so far.
