!HELP!

Hello!
Since 2 days back I couldn't use AppStore more...
I cant sign in or out. Nothing happens when I press sign out button.
When I log in it says nothing. I go and download an App. NOTHING HAPPENS.
After 10 minutes I get a form : Fill in your password to login
I was Like, YAY! Then I realized, I doesnt work ... The new "Buying" interface is not there for me. Only on my iPad.
Then I get a message: Cannot buy.
I have turn Touch ID on for Appstore purchases.
What do I do wrong?
I tried basically everything. Reset all settings, dont work, Hard reset, dont work, another AppleID, doesnt work either.
Now, I need some help, FAST. I cant download anyhing... It drives me nuts
I have an iPhone 5s.
