Problem with Disk Permission Repair

Noticed this as well, and decided to ignore it... but it does beg the question...
IF it is normal/expected for this file to be modified, why does Disk Utility issue a "warning."
IF I worked for Apple, I would argue that if this is a normal situation to be expected, then there should be no "warning" issued, instead just a "note" that the file has been modified.
