Problem with iCloud sending duplicate contacts

So I bought a new iPhone. Setup a new icloud and apple account. I exported all my contacts to a .vcf file and imported them into iCloud via the drop to browser way. Everything worked fine with icloud displaying properly all my contacs.
When I sync my iPhone with iCloud it shows all my contacts twice so instead of 837 contacts I have 1674 contacts on my iPhone even though I only have 837 on iCloud.
If I disable contacts sync on the iPhone it deletes all the contacts. Please help.

I had this problem too but was able to remove the duplicates for free using Scrubly

You're not syncing the data to both iCloud and to your computer via Wifi, 'casue that will do it?
