iPad Pro problem with iMessage

i can't seem to text message anyone who doesn't have an iphone from my IPad Pro even though i have a IPhone xs max i keep getting an error message that it wasn't delivered yet it shows up on my iphone never had this issue before the new ios12 and the new phone all my products are up to date. something going on with iCloud maybe?

Maybe reboot the iPad.

Did you enable your iPad to be able to send messages from your iPad? It’s in the messages settings on your phone. Text message forwarding is the specific setting.
