I've been using my iPad since the beginning of July with no problems. The other day it was charging (via plug) and I noticed when I pressed and held the icons to move them about on the home screen that they would wiggle like normal, but when I pressed them again go move them the icon rotates like the orientation of the iPad has switched to portrait. If i try and move any icon its like its moving it in the opposite direction. I thought that it could be the charger causing interference or something because it stopped when i unplugged it.

I've just been using it tonight however, without it on charge and the problem has come back. I hope is is a common issue and i haven't got a faulty iPad!
