First, considering writing in sentences. It will make it much easier to read your post.

As for the phone: if the IMEI is blocked, you're out of luck. You could change it, but that's illegal in the UK.

You can keep the phone as use it as an iPod, but if the previous owner got the IMEI blocked, you won't be able to (legally) use it as a phone anymore.

ok Cheers

ok will do in future,

Thanks for the post,

but if someone was to get it unblock where could one do so!!! wink wink

Seems such a waste,

Take it to any of these small independent phone shops on a cheap high street. When I say 'independent', I mean run by indians. Please be aware that I absolutely mean no offence, that just seems to be the race of people who run these stores. And hey, they're the ones who can unblock it.

If you're in the UK, you don't want to do that unless you like prison.

Wink wink.

It's not an imprisonable offense is it? In fact, if its so highly illegal, why are there hundreds of these "unlock your phone" shops on most high streets in London with signs in the windows. Surely a passing policeman would've noticed this by now?

Unlocking is different than IMEI changing (which is what's needed to circumvent the blacklist.) If the phone was blocked by O2 (as the OP said in the first post), that implies that the IMEI has been blacklisted -- and the only way to use it will be to change the IMEI, which (in the UK) is highly illegal.

If, on the other hand, it has simply been simlocked to O2, then it's trivial to unlock it.
