Problem with Preview

When trying to rotate multiple pages of a pdf in Preview (v10.0) 180 degrees, the first time propeller R is hit the pages turn 90 degrees but then the highlighting of all the highlighted pages except one disappears which means it is impossible to rotate pages 180 degrees. I'm scanning things from a book so every other page is 180 degrees rotated (ie upside down). I now have to use twice as many key presses as before after upgrading from El Capitan to High Sierra. Disappointed that the software seems broken,
