Problem with System Preferences

I'm having a terrible time with System Preferences. Some panes will open, some won't. Some panes will not open, and then open later.

I am having trouble installing the Nvidia Web Driver and I believe System Preferences is the issue. It won't install, giving me the message "Installation failed" midway through installation. So I Uninstalled the Old Web Driver. The icon still remains in Systems Preferences and I can't remove it.

Go to the Finder,
Go to the GO menu
Select Go To Folder
Type "/System/Library/PreferencePanes

Now, VERY carefully, drag the pane you want to go away into the trash can. It might ask for your password.

I repeat be VERY careful.

Now for good measure, reboot your computer while holding down shift until you get to the login screen. It should be gone at this point. Go ahead and reboot one more time.

Now for the other panes that are not working, you might need to rebuild your system preference.

I'm not sure what version of Nvidia drivers you tried to install, but this one says that it supports 10.12 :

Can you expand on what you mean by "VERY carefully, drag the pane you want to go away" ?
I think that taking care, or being careful, has little function here. You do have to know where the pref pane is located, and one that you have added will NOT usually be in that /System/Library/PreferencePanes folder.
It will be in one of the other Library folders, either /Library/PreferencePanes, or ~/Library/PreferencePanes folder

It was in /Library/PreferencePanes folder - I was able to remove it. But still can't install the Web Driver for PB1. Still quits in the same place.

And when I try to install the Web Driver, it puts the icon (preference pane) back into System Preferences, but the pane is impotent. And I can't remove it unless I use the method described above??????

What I've done. First a statement - I would NEVER use a Beta OS, if I had just one or two drives. I have seven, five are bootable.

This morning I First booted into Yosemite and tried to Repair the Sierra SSD. It would not unmount. Finally I got it to unmount by using eject a number of times.

I then repaired the drive from Disk utility and then with TechTool Pro.

I then booted into El Cap and did the same with the Sierra SSD.

Then restarted in Sierra AND - NO CHANGE.

Guess I'll wait for the next Beta release

My System Preferences are still very screwed up!

Clean install. Backup files manually or enter your Time Machine drive and manually copy over important documents. Then re-install all apps from scratch. It'll take time, but it's the best way in weeding out incompatible apps, plug-ins, etc.

I've been an OS X developer for well over a decade and I strongly dislike Apple's decision to move OS X on an annual release cycle to match iOS when 10.7 Lion was released and I dislike Craig Federighi as lead engineer. Before all those changes, Bertrand Serlet was lead OS X engineer from 10.4-10.6 and delivered the most solid OS X builds to date. Beta's were released ~bi-weekly and had to be downloaded and installed on a clean drive in order to test and debug the OS without third party interference and beta builds on top of beta builds. Usual development required 1 1/2 - 2 years and resulted in better debugging and releases (with some minor exceptions). I'd gladly pay $129 for a solid release on my Mac's than rushed releases riddled with open bugs from three OS's ago. It's a disaster and usually is the cause of situations such as yours.

Just downloaded PB2 and the problem persists. Going back to El Cap after my trouble report is finished downloading to Apple.
