Problem with touch/security key pop up. Please help!

I have touch set up as authentication for a gov site, but when I try to use it Safari (14.1.2) throws up a pop up asking if I want to use a security key and the only only option is "cancel", which then cancels the login process, blocking me from using touch and logging into the site. How do I stop this from happening? MacBook Air Big Sur 11.6
