iPhone X Problems with iCloud music library refreshening on iPhone

I keep having a problem where if I add something to my iCloud music library on my Mac it won’t show up. Sometimes it takes a day or two to show up. I know it’s uploading because it shows up on my iPad right away. I try closing the music app and even rebooting my phone. I’ve had this problem on my iPhone 7 and now my iPhone X.

Is there any way to fix this?
 
P.S. disabling iCloud music library and reenabling it gets it to refresh... but this is not an acceptable solution because it erases all downloads.
