Basically, my iPhone and iCloud.com are in sync, but my MBP, which, for some reason, has about 600+ more pictures are not being uploaded.

I didn't have iCloud Photo Library setup on my computer, I set it up so that it can house all the originals. I wanted to setup Google Photos on my iPhone, started playing around with it, and decided to use the delete option in Google Photos and it deleted some 600+ photos. After a few days, I decided Google Photos sucks, so I wanted to recuperate those 600 photos, I went to my Mac in hopes that it would upload these again (since I downloaded originals) and its not, for some reason.

When I look at preferences, it says uploading 9,473 (all items) but its stuck and goes VERY slow, in comparison to other times. In the past I remembered it would go very fast.

Do I just need to wait for it to fully upload? There's times where it gets stuck and there's no movement at all, why is this? Is it looking for duplicates? Would it be faster if I deleted everything off of icloud.com?

Same problems here across all 3 devices. can't get deleted photos to delete everywhere. can't get new photos on some devices to upload. Been trying to turn off and on and get it all synced back up for about a month now. I am about to go back to drop box cause iCloud has been disappointing in it's ability to just 'work'.

It was working fine, then I wanted to give Google Photos a shot, deleted pictures on iOS and things got out of whack.

Well, suddenly today all my photos disappeared from the camera roll. They appear on the icloud.com website, but I can't get to see them again on the iPhone.

Someone with the same issue? Some protip to get it back?
