Problems with iOS 8.4.1 are they fixed in iOS 9?

iPad Air 2

1. Safari issue when scrolling down there is a gray box blocking website. Fixed by rotating iPad.
2. iPad orientation when waking from sleep is stuck. Fixed by rotating iPad back and forth.
3. Notification pull down window does not rotate. No temp fix.
4. Auto brightness gets stuck and doesn't go all the way down in brightness in dark room. Fixed by turning on and off the auto brightness switch in a very dark room.
5. Safari browser "remember" last image even after clearing out the website and data cache (shows up for a split second). No fix

And as a side note why don't they have a close all apps button for the iOS 9 task bar?

Probably because it's not a "task bar". It's recently used apps. Most of the items listed are no longer in memory. It would be silly to have a close all apps button for apps that are no longer running.
