Problems with notes

I cannot get ipad2 nots to sync with desktop or iPhone. I know that when I set up notes on iPhone it asked me to set up a free me.com account but I se no requirement with the ipad2. I also cannot select cloud notes on ipad2. Any suggestions?
 
my problem is with iPad notes

I finally figured out that I can change the account to iCloud under both iPhone 4 and iMac but there is no way to put a note from the cloud to my iPad notes - weird.
