At a café near you
"upgraded" to Catalina last month.

Process: deleted
Process User: me (not root)

is using 25% CPU on a 2018 15" MBP
NB I have iCloud disabled and blocked quite a few ports with Little Snitch
Anyone know what is causing this Apple process and how to stop it?
Seems like logging in and out of Apple ID stops it - but of course this is only a temporary fix...

edit: for clarity
edit 2: Console shows that the 'deleted' process is causing frequent errors:
unable to create CacheDeleteDaemonVolume for <private>

Do you have iStat Menus installed by chance? Switching off the drive/volume function and then a reboot fixed this behavior for me.
