My 2018 15" MBP is running Photos Version 4.0 (3461.7.160)

I have taken JPEG/RAW images on my camera but can only access the JPEG in Photos.
Is there a way to open a RAW in Photos, I'm sure I've done so before??

I have just taken a RAW (ARW) image and imported it to Photos no trouble so how does one split the JPEG/RAW images so that I can use the RAW as the master?

The "Help" says: "In the Photos app

on your Mac, double-click a photo to open it, click Edit in the toolbar, then choose Image > Use RAW as Original."

When I go into "Edit" there is no "Image" option!!

I think you may be going into the Edit menu in the menu bar, rather than clicking "Edit" in the toolbar as written.

Image is a menu of its own (I see Use RAW as Original as an option there) rather than a submenu of Edit...

If in doubt, use the Help menu and type in "RAW" and it'll highlight where to find the above.
