Can we limit the charging capacity to 3900mV per-cell and then idle there?

Do MacBooks support the kind of battery idling, wherein if we're full then we don't pull from the battery nor charge it, just use the power cable?

You need a tool like Aldente to do this. It will let you set a charge limit wherever you want and will use the power supply pretty much exclusively once it reaches it (unless the power supply can't supply the peak current requirements, in which case it briefly supplements from the battery).
