Are you using the "user space driver" recommended for M1 or M2 machines? It is the first link in the article of your post. The default drivers installed in macOS are known to cause this issue on Apple Silicon macs.

Yes- I installed that driver and this one: https://www.promise.com/DownloadFile.aspx?DownloadFileUID=6798

The driver now shows up in the extensions in the sys profiler:

But no luck with the drive. It works flawlessly on the intel mac pro. I lowered those boot security restrictions too.
I dont know what else to do.. if I delete the extension from the library/extensions folder and reinstall, I don't even get the "allow apps from external developers" cue from system settings anymore..

This document that comes with the Dext driver is SO confusing, I don't get at all what they want from me.

/EDIT: I got it to work with another thunderbolt cable. lol. The cable works on the 2019 mac pro without issues, but not on the mac studio..alright.
