since Safari still does not allow to download any given file to a dedicated folder in the year 2017 and the iPad claiming to be a "Pro" i was wondering of there is a good browser with a download function and a nice UI and maybe a built in ad blocker too.

I tried Documents 5 which technically does the job but since many download pages have an obnoxious amount of Pop up ads i would need one that may offer a built in ad blocker. Thx!

Just use any browser that can download files, then download adblock mobile, it blocks ads in every app.
