I might be late to the game, but what a great feature. Previously had a LTE IPad Pro and it won’t send text messages. But my 11 iPad Pro which is just WiFi no LTE can and will send and receive iMessages Texts.
The number must be an iPhone of course.
 
I couldn't live without this feature. The fact I can retrieve and send them on any of my apple devices, especially my iMac, makes my working day so much easier and far more productive.

This works with any iPad. Just have to enable text message forwarding on your phone and enable it per device (iPad, Mac, etc.)
 
iPad has been sending iMessages since the beginning. Glad you discovered it.

Enable text message forwarding on your iPhone and your WiFi iPad can send SMS to any number. Not just iPhone.
Where’s that setting under ?
 
Iirc, this feature was introduced in iOS 8 or 9. Continuity is the primary reason that keeps me on the iPhone.
