Nope .
Mac Pro 1,1 and 2,1 PSU are interchangeable .
Mac Pro 3,1 PSU is unique .
Mac Pro 4,1 and 5,1 PSU are interchangeable .
Ideally you should replace components with matching EEE parts , but there is wiggle room .
Blow dust out of your PSU and see if that improves its health .
Yes according to this thread. https://forums.macrumors.com/threads/granites-2006-to-2008-mac-pro-upgrade-guide.1595303/ I haven't done it myself but apparently the power supplies are the same but the wiring harness is different so you can use a 1,1 or 2,1 power supply in a 3,1 provided you have a 3,1 wiring harness (which you already have).
