Grrr. How are you guys finding it? There's no update for me in App Store, and when I try to go through beta.apple.com, it says the code has been redeemed.
Thank you, I was going to update from Yosemite but I'm glad there's an option to clean install El Capitan PB1.Alternatively you can clean install el capitan (i.e., start from and empty drive or partition). You can use a bootable usb of PB1 to do that and then update to PB2. Here are instructions to make a bootable usb for PB1: https://forums.macrumors.com/threads/el-capitan-pb1-bootable-usb.1899261/
If apple release another PB full installer, those instructions should work for that too.
Safe mode boot and install worked.Annoying, Apple should really release redemption code for Pb2.

(They were for DP2, DP3, DP4.) I know they used to delete this sort of stuff. Maybe they've relaxed the rules now.

Install the FirmwareUpdate.pkg first because only OSXUpd10.11.pkg requires a restart.
You may have more success with this rather than trying to do it via MAS.
