Public Beta 3 - Photos not uploading to iCloud?

Has anyone else seen this?

Since updating to iOS 11 Public Beta 3 yesterday, new photos don't seem to be uploading to iCloud.

The photos are on my phone of course, but I don't see them (nor edits to pre-beta 3 photos) showing up in Photos on Mac nor on iCloud.com.

I think it only uploads when the screen is locked, and the phone is plugged in.

I know iCloud Backup works that way, but in the past iCloud Photo Library didn't.

Hmm, I wonder if Apple changed something in that functionality.
