They have had public betas for a few of the iOS 8 releases, so it's already been worked out. Generally if you do get selected they will email you to go to the public beta site and download a profile to your phone which will then give you the ability to update to the public beta that is available.

Do you need to connect to itunes for that profile?

And can you revert?

Yes, you can revert the same way you would a normal beta. Plug into iTunes, shift/alt + click restore and choose the iOS 8.3 .ipsw file. You won't need to connect to iTunes for the profile.

I think they were using that as a test to see how it'd work out with iOS. They'll likely expand the program for iOS 9.

thanks. but then how can you get apps so you can test properly on ios9. or is the testing mostly for the stock apps and the foundation.

The developers who have apps on the App Store are able to test their apps independently when it comes to iOS 9 versions of them. For the rest of us, it's mostly testing for bugs and stuff in the software.

The first or second weeks of July are good bets, especially if Apple sticks to a two or three delay between betas. That would put beta 2 out on June 22nd and then beta 3 out at the beginning of July.

Last year the Yosemite public beta came out July 24, so I think the end of July is expected (as I believe both OS X and iOS public betas will come out at the same time).

First two betas are usually three weeks. So that puts beta 3 at July 20th. Typically beta 3 is PB 1. So middle to end of July.

iOS 6.0 beta 1: 15 days
iOS 7.0 beta 1: 14 days
iOS 8.0 beta 1: 15 days

iOS 6.0 beta 2: 20 days
iOS 7.0 beta 2: 14 days
iOS 8.0 beta 2: 20 days

Okay. So if it follows iOS 6/8 which it most likely will. Beta 3/PB1 would be July 14. So like I said. Middle to end of July. It won't be the beginning. Apple has a huge pattern of releasing at the end of the month of the month they say something will be released in. (Unless it has a specified date of course).
