I don't see why Apple has pull to refresh on their email app but not on safari?

Because the idea of pull-to-refresh is that you are scrolling up beyond the most recent item in a chronological list of messages, so it makes perfect logical sense for that action to trigger the retrieval of any new messages that would appear at the top of the list, that being where you attempted to scroll.

No such connection exists with regards to refreshing a web page.

Yes, but it still would be nice to have it for safari too.
Many have been installing similar pull to refresh safari hacks for years now.
 
I have used Pull to Refresh Safari in the past, but it's not working yet on iOS 8. There's another called PullAll but it hasnt been updated for iOS 8 yet either.
I tried SafariRefresh, it works on 8.1 but causes frequent random safari crashes for me.
Anything else out there?

I have been using SafariRefresh on my 6 plus for months now with no probs.

Interesting.
I started getting random crashes while browsing in safari. Finally narrowed it down to SafariRefesh after reading some reports of similar issues others were having.
I'm on a 6+ with iOS 8.1 and haven't had the issue since uninstalling SafariRefesh.
The only other safari related tweak I use is adblocker.

i'm on iOS 7.1.2 and I also did get safari crashes with SafariRefresh installed too. It crashed enough for me to uninstall the tweak (I'm guessing the frequency is also attributed to how often I use safari)
