I had the PokerX game on my iPhone but for some reason every time i tried to sync it would give an error that it could not sync it over so I deleted it under the assumption I've already download it so I can just reget it. Well, when I tried to re-download it says my CC is going to be changed, is this just a formality or am I going to be charged again?

You will not be charged again. You can download your purchased apps as often as you like without additional cost. Free ones too. :)

This is true if the developer updated the application while you deleted the app.

Of course if the developer relists then you'd have to pay again (I think mobilechat was planning on doing this for major updates like push or whatever)

I don't know if this is true or not, but when I had to re-download some apps, I had to do it from the device I originally downloaded it from. So for example if I downloaded it from the iPhone via the app store, if I used the iPhone it just came up and told me I had already bought and downloaded this app and would I like to re-download the app. If I tried to use my iMac in iTunes to re-download the app it would give me the message that it was going to charge my credit card.

However...this was before the apps are correctly syncing back to iTunes so this may be fixed. If you are ever charged for an app that you bought and needed to re-download you can file a complaint with Apple and get your money back (for the 2nd charge only). There's an Apple Support article on this on Apple's website.

I took the chance a long time ago and redownloaded a few applications (even before syncing) on iTunes that I bought from my iPhone.

Every single time, there's a pop up that says that it will charge your card. But then after you click "Buy", another pop up comes up and it says that you can redownload for free.
