Here's my situation... I am about to design a web-site using iWeb, although I can cope with simple recipe-book HTML if necessary (which I think it will be on this request...)

Can anyone suggest a simple, free(ish) way of getting reasonable quality streaming audio on to the site? If I remember rightly I can just link to a .RAM file for Real Player, although this gives easy download access to the original file. I can also follow an online tutorial to put Flash audio on, although this seems limited to crappy 56.6k.

Is there a more elegant solution? Perhaps involving Quicktime?

If you mean background music, you dont need a streaming server.

Its hard for me to explain how to add it. Add it as a mime type (same way you add flash or quicktime). Its a bit like adding an image to your site.

Like I said, Im not good at instructions.

Just go ahead and embed the file on the page, if you want to have audio there. Attempts to prevent easy audio capture from the Web are futile.
