If you have an iTunes backup it can restore apps without redownloading, however they removed this feature in the latest version of iTunes.
I doubt it backs up the complete app. I know this because the entirety of the apps memory usage is over 20GB while the backup folder is no more than 10GB.

You're right, the apps themselves are separate from the backup. If you end up downgrading then you’ll have to set everything up from scratch anyway. So as long as you’ve taken a backup, your stuff in safe. Manual backup that is.
You'll need itunes on a MAC or PC for this
1. Download the full ipsw for your phone (google is your friend)
2. Create a local backup in itunes that is encrpyted
3. While holding shift (on PC, not sure what key on mac) click update, and a window will open asking for the IPSW
4. Leave the iphone connected and than restore the local backup from itunes
You'll need to setup touch ID again, but you'll be back on the iOS version of your choice.
