Really how faster can the 2.66 Quadcore be compard to the 2.66 Dcore that is already in MacPros? Is it worth waiting? And why isnt there a 3Ghz Quadcore expected?

if you have a properly multithreaded app, the upgrade will be significant.

With a single threaded app they will be more or less the same.

3GHz quad core chips are likely on hold at the moment because of a) cost and b) heat. the 3GHz Woodcrests in the Mac Pro are each 15W hotter than the 2.66 and 2.00 versions.

we may see higher clocks down the line, though.

A Thermal Design Power of 80Watt is still lower than the Pentium 4 which ended at 130Watt. The newest energy efficient Pentium 4's have a TDP of 95Watt.
