Quartz Extreme Help

Recently I used the dev tool to turn off quartz extreme, well due to a problem i created, not having to do with with QE i erased the disk and reformatted. I had lnever turned quartz back on through the tool when i reinstalled 10.2. my question is when i reinstalled 10.2 did it automatically turn it back on or is it hardware based and stayed off??? thanks for the help
