Maybe. If they're still signing iOS 9.3.3 you can try the option+restore method to install it, but I haven't tried that in a long time.

You can upgrade to 9.3.3 if it is still being signed by apple. You will need to download the 9.3.3 ipsw for your device and hold shift (or option on the mac) and click restore, then select the 9.3.3 ipsw
