When I select a RAW file in Apple Photos and choose the Edit With option from the menu, file is sent to the selected program as a TIFF file instead of a RAW file. And since the program I am trying to use (DXO ProRaw) only uses RAW format files, it doesn't even open the file. Is there a way to instruct Apple Photos what format to use when exporting a RAW file? (And yes, this file is from a Sony RX100.5 and it is supported by Apple.)

My understanding is that Apple Photos will accept Raw files for processing (editing) ..Once this is done all export will be TIFF in uncompressed format or less in compressed form (JPEG, etc)..What you are trying to do is a bit of a detour..
Why not having a folder where you store the RAW files, next process them in DXO ProRaw or whatever good RAW processing editing program (I use Capture One pro)
Export to Photos or whatever..
Is Apple Photos not doing the RAW processing job to your satisfaction..?

Check with DxO to see if they have an extension...that's how you pass the raw on. For example, you can use Raw Power's extension to pass a raw to that application as an extension.

Well Dxo doesn’t officially support Apple Photos hence no extension. And as far as Raw Power, they claim there is an issue with the way Photos sends a Raw file if you imported a Raw+JPEG pair into Photos. (And yes I do know how to use the Raw as the primary file but it doesn’t work like it should. Even using the Revert to Original command like Raw Power instructs.). Otherwise I like the preliminary results I get from Raw Power.

But I am not trying to export the file yet. I want to use the Edit With command in the menus to send my chosen Raw file to PureRaw but it never receives a file it can open. And if I use the Edit With command to send it to Pixelmator it looks like Pixelmator is receiving a TIFF file not the Olympus or Sony RAW file.
And I would like to try out ProRaw because I liked its results better then what I got from Photos alone but would prefer a simpler way to get the images back and forth.

For most raw processors (or at least the ones I have access to), the "Edit with..." function behavior is that it does a render before it sends to the secondary application. In tools like Capture One or Lr, you can choose to render as TIFF or PSD but there's no raw option. Capture One also has a separate "Open with..." which allows you to send the raw elsewhere (DxO for example). Obviously, you won't get a raw image back, but a TIFF, a slightly raw DNG in DxO's case or a JPG, depending on the tool.

If you're using Apple Photos as your raw processor, the short answer is unfortunately "no", you can't tell it to send a raw unedited image to a third-party application using "Edit with..." and there's no "Open with..." that I am aware.

You usually pick which app you want to do the initial conversion. If you’re using open with, you've already made that choice, Photos has done the conversion and if you want to edit Photos conversion, a tiff/jpeg is required. If you want DXO to perform the initial conversion, start with DXO then move to Photos (with a tiff or jpeg).

There are exceptions to the above but they are pretty narrow in scope. I initiate Iridient X Transformer for Iridient conversions within Lightroom. In that case, a DNG containing Iridient's conversion is sent back to LR.
