I have a 256gb 8+ and my current local storage usage right now is 8gb (b/c of icloud library storing originals and optimizing iphone). Regardless of having approximately 100gb of photos and video in icloud photo library, i won’t have a problem backing up this iphone with icloud to a new 64gb iphone, correct? I’m asking because when my phone is “un-optimized”, my storage usage jumps to 72gb.
 
I will rephrase your question for you...

Can the OP restore a backup of his current 256GB iPhone 8+ containing only 8GB of "stuff" to a new iPhone with only 64GB of storage?

I'm more than reasonably sure you can. The backup contains all your settings including the one that is optimizing the Photo library.
