when i do a restore to new phone will i loose my contacts?

No you won't, iTunes will back up all the normal iPhone related parts of your phone such as contacts, messages etc before restoring. So once it is all restored it will be as though you had a normal iPhone with the same info as before, just no jailbroken add-ons.

If I may interject to confirm something......

With a jailbroken (not unlocked) 3G I can safely go ahead and upgrade to 3.1 (knowing that I'll loose Cydia, et al). Then when the DevTeam releases their update re-jailbreak.

I don't have to worry anything about carrier files, IPSW(?), etc. Just took the upgrade and let iTunes do the rest.

In theory, is the above correct?

Only if you restore from a backup. If you want to save your contacts, you will need to back them up somewhere else on the computer. Like in Address Book. Look below, the OP wants to set up a new phone, not from a backup.

That is correct, as long as you don't care about an unlock, go ahead and upgrade, and you can use redsn0w and jailbreak the device when the software is updated, and you won't lose any data on your phone.
