Occasionally when I turn my iPad off I get a spinning wheel for a number of seconds before it shuts down. Then when it is turned on again it spins again. The apple logo does not appear until it is turned on again. Is it some kind of house keeping being done by the system?
 
It's part of the standard OS X shutdown, the same as on a Mac desktop. Pretty much it's the OS doing final shutdown, usually giving the lower level processes time to finish cleanly and quit.
 
OP, same experience. It appears as if the shut-down doesn't happen. When I turn it back on, it spins for a few seconds, to "Finish" the shut-down. Then I have to hit the power button again to get it to start up.

I guess Apple only gave it so long to shut down before it kills power and that isn't finishing? Who knows.
