iPad Question: app for pencil and big images

Hello. Please recomend app. Like image editor but for big files

1. apple pencil functionality
2. simple pencil and eraser
3. upload/edit/save long/big images. Like 3-8 MB files.
4. gesturs for move/zoom
5. sync with icloud/googledrive

Tried several but they wont work with big images.

For what:
I'm D&D player and want to use my ipad+pencil as notebook+charbook+campaign notes in one place.
Also tried Adobe Reader with pdf, but it is kinda clunky with all this "comments" and stuff.
Need simple image edit.
