So, I have updated my iphone 5s to 7.0.4 via itunes NOT ota.

But, I have all my apps, picture, and settings.
Do I have to restore my iphone before I jailbreak?

It's advised that you do a fresh restore via iTunes but to backup everything first.

No. As long as you updated via iTunes you do not need to restore. Just make sure you do a backup first, in case anything goes wrong.
 
, I had about 30gigs of apps/games and no problems without a restore. However, If you do not have much data to re-download I would restore just to be safe. I ended up restoring post jailbreak because I though I had some problems, and it turned out to be a bad tweak. So yea, its nice to start fresh but not necessary.
 
I didn't restore mine and I updated ota. Just backup, & transfer your pictures if you can as pics are important.
