basically title will i have issues going from 17.1 beta to 17.0.3 on iphone 15 pro max or will it work well

I'm pretty sure you will need to update the 15PM before you can transfer. Basically, you will have to set up the device, update to Beta, then reset the device so you can start the set up and transfer process. Maybe its changed in later iOS versions, but back in pre-iOS 14 days, you could not restore a higher version onto a lower version.

First, initialize the new device (15PM), install 17.1b3, wipe it clean, and then start over with the transfer.
