Question on Ordering and Lead Times

So spec'd up a replacement for my Mac Pro yesterday (i7 27") but was shocked with the lead time.
What's the deal with Apple, do they charge pre-shipping or when the order's actually dispatched?
Debating if doing it via a store might be a more viable option
