I've been using Mac Os for more than 15 years using Preview daily to read pdfs... and I don't quite understand what happens in this particular case. the following link contains a pdf of an architecture plan, well, on all macs with preview it doesn't interpret it well, it appears deformed (could it be the resolution of the pdf? could it be the encoding?) this is very strange.
any other reader like acrobat reader , or android or windows applications or even if the download is read by chrome it can read it ..... BUT PREVIEW OR SAFARI or native mac OS can't .

I don't know but here's a clue...

Opening in GraphicConverter 11 it shows up like it does with Preview unless you change to the setting in the green rectangle:
