What program do i need to make something like this.

This looks like a vector or psd. It is done using layers. Not very hard to do.

Pixelmator, Photoshop, Illustrator, iDraw, Photoshop Elements 12, plus there are many more programs out there that can do this. Pixelmator & iDraw are reasonably priced.

You might also want to take a look at InkScape. I used it quite a while ago and found it pretty useful.

Illustrator is the daddy of them all though… but it sure isn't cheap.
