Quick Question about iMessage

Greetings. Just a quick question about iMessage.

If I send a message from my iPhone to someone using a WiFi only iPad, and the iPad is powered off at the time the message is received, will they ever receive the message?

I was under the impression that they would receive the message once the device is powered on, but if the model is WiFi only, this may not be the case.
