If I buy an iphone 5 today and if it comes with the latest ios version (6.1.4?), can I somehow go back to an older version to jail break it?
 
No, there is no way.

Do you know if a newly purchased phone generally comes out with the latest version (I personally doubt it).

Also, what is the latest version of ios that can be jailbroken?

The latest version that can be jailbroken is 6.1.2.

It's really just random which version the phone will come on. There are still some being sold that are 6.1.2 or earlier, but increasingly more are on 6.1.3 and the likelihood is even higher now that 6.1.4 has been released.
